Focuses on sustainable future-oriented planning through robust institutions and policies mindfully aligned to standards and governance. Policies to advance four challenge areas including education and health to cushion the success of these areas. Strategic priorities including exploring Special Administrative Region (SAR) status, strengthening cross-border relations, and ensuring climate resilience and migration management will position GMC as a regional and diplomatic hub.
